    Windows 8.1 support ended on January 10, 2023 which I'm sure your well aware of.

    Older windows versions:
    We can only build for Windows 10 and later. The only browser which would support Windows 7 or later
    is Palemoon. (Librewolf installation page)

    What's interesting is that someone was or still is forking Palemoon to run on Windows XP.

    LibreWolf can run on Linux and macOS also. Currently I'm running LW 121.0-1 on Linux.

    I honestly did not know that Firefox has also stopped supporting Windows 8.1? But how come I was able to install Firefox, Waterfox, Palemoon and Librewolf? But only Librewolf fails to run, would be nice if it would have warned me on install. All other browsers run just fine, but apparantly it's some older Gecko version or what?

    From what I've read Firefox stopped supporting Windows 8.1 and users could switch over
    to Firefox ESR which will provide security updates until September 2024.

    What version of Firefox did you install and run on Windows 8.1?
    I don't think you can update to latest version on Windows 8.1

    Palemoon can run on Windows 7 with service pack 1 or later.
    Waterfox OS systems does include Windows 8.1
    LibreWolf has apparently decided to build for Windows 10 and later.

    It's probably just a matter of time like Librewolf that these other
    browsers will follow suite and end support for Windows 7, 8 and 8.1.

    I had to find a replacement for a friend who was using Vivaldi on Windows 8.1, but a couple of websites started to malfunction (because of those idiot webdevelopers) so I installed Firefox, Floorp and Waterdox without any problems. So perhaps they simply see that you're using Win 8.1 and let you download an older version of Firefox.

    Now that I think of it, I also installed Portable Firefox which indeed gave an alert about only Firefox v115 (I think) being supported. And as said, eventhough LibreWolf can be installed on Win 8.1, you will get to see a Windows OS pop up that tells you the app can't run. So most likely LibreWolf uses a newer Firefox engine.
