Yes I have used it and love it BUT it has a bad habit of coming up with an error at startup and not running properly. Happens on multiple machines I have. You don't even know it's not running correctly until you launch it from the system tray icon.
Netlimiter is no firewall, it's a bandwidth regulator. If you run Windows 8 or Windows 10 there is no benefit using it as a "firewall". For traffic shaping cfosspeed is best, and much cheaper.
That being the case, in Win10 can't you just set your network as a 'metered network' to achieve the same, or similar result?

Tinywall is a great firewall IF you don't want pop ups, but you need to run the built in app scanner to allow main program first time you run it and I would use the learn feature on it for a week or so! It is very tiny and uses basically no ram or resources. But I prefer an alert when a program tries to dial out to the internet.
Netlimiter main feature is for bandwidth throttling true, but it has the basic firewall with blocking and alert features too.
I am using simplewall by Henry+++ for now and really like it. Very small and portable and blocks windows telemetry AND pauses any program trying to dial out to the internet to wait for the user to respond to the alert to block or allow and then let's the program resume without breaking the connection! And best of all, it's free and being updated!

No sorry just a "Simple" firewall Have you also looked at NetMaster? https://www.softperfect.com/products/netmaster/ It does throttling.
Why do you want to throttle and which program? That's why I mentioned cfosspeed because it can prioritize packets. (1 to 5, 5 =highest priority) https://www.cfos.de/en/cfosspeed/cfosspeed.htm And if the higher prioritized program is no longer running anything goes back to normal. A bandwidth limiter won't. cfosspeed also interacts with other computers where cfosspeed is also installed.
