Dunno which is the fastest but i care yet on quality bc defragment process can broke your files during process "move between allocate sectors on disk" I used O&O You can yet check PerfectDisk or Auslogics

O&O Defrag's "stealth" mode completes reasonably quickly, but its other modes aren't fast at all. I'm not sure any defragger is faster than the venerable Vopt, written in assembler and still functioning just fine on Windows 10 despite the fact that it hasn't been updated for years. Vopt is now freeware as per the will of its late author.
I assume you mean Windows 10. Its optimization routines for hard disks are more than adequate... are they the fastest, I've never evaluated the process. Its optimization routines for SSDs are completely different than defragmentation as SSDs require little or no defragmentation over time.
Must be @TheRollbackFrog. Haven't seen that one mentioned in an extremely long time. Was a user of VOPT the same year it first came out. Please don't ask how long ago that was because I don't remember. But was cobwebs and mothballs ago. Seems it was pretty efficient then too.
I was a defrag maniac for ages. But in 2015 and since I have multiple pcs/laptops I decided to make a test. I disabled the scheduled defrags on my Nuc-5ppyh (n3700 cpu & 8gb ram) and left the partitions to go over 90% full (but keep around 10gbs free) 5 years later and with the hdd extremely fragmented I see no difference in any tasks or startup times. The only slower response that I notice is when I seek the timeline in very big videos or when extracting archives that go over 1-2 gbs. So if you have plenty of ram, 10gb free space and you do not do often tasks that need seeking in large files (e.g. video editing) just forget about defraging and use the windows scheduler and its internal defrag.
